Born in Istanbul 1921, died in 1993; lawyer; studied law at the University of Ankara; had his legal practice in Istanbul; vice-president of the Bar 1948-1965; member of parliament for the Cumhuriyet Halk Partisi (CHP; Republican People's Party) 1965-1973; Turkish Minister of Justice, of Education and without portofolio 1971-1973; member of the advisory body set up by the military after the 1980 coup d'état 1981-1983; author of a great many books on Turkish modern history and the role of Kemal Atatürk.

INTRODUCTION

İsmail Hakkı Arar was born in 1921 in İstanbul. He studied law at the University of Ankara, and took his degree in 1942. He then began a legal practice in İstanbul. From 1948 to 1965 he was vice-chairman of the Association of Lawyers in İnstanbul. He was politically active in the Cumhuriyet Halk Partisi (CHP or Republican People's Party ), serving as a member of parliament for the party from 1965 to 1975. In the governments following the coup of 12 March 1971, he served as Minister of Justice, Minister of Education, and Minister without portfolio. After the coup of 12 September 1980, he was appointed as a member of the advisory council set up by the military authorities (1981 - 1983). He wrote books, articles, and contributions to encyclopaedias on the modern history of Turkey, concerning Atatürk, on parliamentary history and on related subjects. He died in Ankara in 1993.
İsmail Arar also collected documents on the modern history of Turkey. The last period of the Ottoman Empire, İttihat Terakki (Union and Progress), the independence struggle, Atatürk and the foundation of the Turkish Republic are the principal subjects of his collection, which mainly consists of printed material and press clippings. There are also a few original documents however and furthermore the collection contains a great many notes by İ. Arar himself.
The Arar collection was acquired by the IISH in 1996. Arar arranged his documents (or rather `documentation', since the collection consists almost entirely of printed material) in the form of files. All documents relating to the same subject are found in a single file, irrespective of the type of document concerned. These files are classified under two categories: biographical and thematic. Next to these files Arar had made separate series of notes, fiches and cataloguing cards, which are partly covering the same persons or subjects as in the files. He had also collected a series of press clippings, which he didn't add to the files and which have been arranged chronologically.
The original arrangement of the collection has been largely retained. This is also true in respect of the biographical material, by which persons of Turkish nationality are arranged by forename, and persons of western nationality by surname. Surnames were not in use in Turkey during the period of the Ottoman Empire. Instead familiar names, titles and the like were used. Sometimes familiar names and titles were placed before the forename, sometimes after, and sometimes both before and after. In the case of Hoca Mustafa Efendi for example (see list no.209), Mustafa is the forename, Hoca and Efendi are titles. In the present collection he is listed under Hoca, just as he was in the original arrangement of İ. Arar. The files have been placed under different headings, which indicate their common subjects, periods or persons (for example K. Atatürk). A manuscript on the Armenian question has been placed at the end of the list, under the heading `Documents by others' because it was impossible to ascertain whether the manuscript was written by İ. Arar himself.
Periodicals and pamphlets as far as they didn't belong to files have been transferred to the library of the IISH.
The size of the collection is 10.25 metres.
