History

The Balkan Peace Team started in 1993 as a joint project by a number of organizations including the Bund für soziale Verteidigung (Germany), International Fellowship of Reconciliation (IFOR), Peace Brigades International (PBI) and War Resisters International (WRI) after receiving requests from Croatia and Kosovo for an international presence; from 1994 to 2001 the team worked for the peaceful resolution of conflict in former Yugoslavia by involving international volunteers in work with local peace and human rights groups; the project aimed at nonviolent conflict resolution, civil society development, co-operating with and encouraging development of NGOs and human rights advocacy, supporting local activists and providing an international presence where needed; the member organizations closed down the team in April 2001.

INTRODUCTION

Historical overview

In 1993 a number of organizations, including the Bund für soziale Verteidigung (Federation for Social Defence) (Germany), the International Fellowship of Reconciliation (IFOR), Peace Brigades International (PBI) and War Resisters' International (WRI), received requests from Croatia and Kosovo for an international presence. A joint project was formed, the Balkan Peace Team, which in the end had eleven member organizations.

The first team arrived in Croatia in February 1994, using the local name Otvorene Oči (Open Eyes) with volunteers both in northern Croatia (Zagreb and later Karlovac) and in Split. The presence in Croatia ended when the team closed in December 1999. In its work the team tried to apply methods of nonviolent conflict resolution, stimulated human rights and made contacts with international organizations and made liaisions between local and international organizations. When parts of Croatia came back under government control after military action in the summer of 1995, Otvorene Oči monitored the situation in those regions.

From its beginning in 1994, the Balkan Peace Team in the Federal Republic of Yugoslavia (BPT-FRY) focused on supporting dialogue between Serbs and Albanians trying to strengthen civil society within Kosovo. From 1994 to 1999, BPT centered its efforts in the region on networking - visiting regularly with local NGOs, learning about their needs, offering information on international resources, and always listening carefully for opportunities to build links across ethnic lines. The BPT had bases in both Belgrade and Pristina, but in March 1999, the impending war situation made it impossible for the team members in the field to carry out their work, so they temporarily left the region. When the war eventually ended and Kosovo came under UN authority, the team returned to Pristina and later set up a programme in the southern province of Dragash.

General policy decisions concerning the Balkan Peace Team were taken in the General Assembly in which the member organizations participated. The daily guidance newas conducted by the Coordinating Committee. Its International Office was located in Minden, Germany.

In the course of 2001 the BPT had more difficulty maintaining the resources and organizational structure to meet het demands of the field situation. The member organizations decided to close down the Balkan Peace Team in April 2001.
