History
The first Seminar on International Voluntary Service in 1963, sponsored by the Council of Europe, established a Continuing Committee; in 1964 in Strasbourg, France, formal foundation followed of the Regional Conference on International Voluntary Service; its membership centered on Europe and comprised national and international non-governmental organizations involved in or supervising voluntary work; aimed at coordinating voluntary work, in particular sending volunteers from Europe to Third World countries.
