The district revolutionary committees of the Sans Culottes in Paris developed their full power in the winter of 1793. Their democratically chosen members controlled the public arena in the areas of police, economy, and finance. Thus, the Human Rights Section of such a district committee issues a ration coupon on 24 Brumaire in the second year of the Revolution (14 November 1793) for an amount of charcoal to a button maker living in the Rue Culture Ste Cathérine in Paris. The Sans Culottes themselves were mainly shopkeepers and artisans. The ration coupon for 'une voie (=17.217 decaliter) de charbon' is part of the Paper Money Collection at the NEHA/IISH.
