A famine in Russia and Ukraine began in the summer of 1921 and was at its worst the following winter, with five million casualties. Aid from the West was initiated, and the communist parties also joined in. This led to the establishment of the International Workers Relief. Workers Relief sent food, clothing, and organized holiday camps for children in the West. In Germany Käthe Kollwitz and in Holland Henriette Roland Holst worked for Workers Relief.
